I am dual booting windows 11

3rd link below. Mandatory.
Disable it (it's NOT the BIOS setting!) and reboot windows and linux twice for voodo reasons.

(separate physical drive)

is completely irrelevant to this

Windows fast-start and hibernation are disabled. Touchpad still lives its own life after waking up from hibernation on Arch. Voodoo magic didn't worked.

Paria Stark, I'm not sure it is a good idea to list what to do when the solution is not found yet. Or maybe this list can be called what not to do, but result is the same.

this isssue come because of the xps model HID-Compliant Pen driver disable it will fix the mouse issue in arch as well as windows
