Finally, after much scratching around elsewhere, I solved the problem.
My suspicions about distro dependencies/incompatibilities were false.

The problem lay within Thunderbird itself.

SOLUTION:
In T-bird, open "Edit/Settings/General/Config Editor" and set
"print.prefer_system_dialog" to True.

That did it.  But it still leaves an unanswered question:
Why did the upgrade overwrite the original config file??

Finally.  Thanks Seth for all your time, attention and effort.
I really do appreciate it. But if you ask why it took so long, maybe
my pseudonym will shed a light on the answer.

Why did the upgrade overwrite the original config file??

Recent mozilla updates have put emphasis on preferring xdg-desktop-portal, so *maybe* the new version resets the key on first start - the package update would not write into your $HOME.
Did you for sure previously explicitly set that and not use the internal print dialog?

But many thanks for sharing at least a workaround

To answer your first question.
I don't ever recall turning    print.prefer_system_dialog  in about:config. off,
but my memory is no longer a good as it used to be.

However, I keep handwritten notes of all main system changes.
These now run to about two hundred pages since the system was
installed  on a brand new machine on 21 February 2022.
It will take time to look through all this paperwork.

But there is more.
With a search engine (Startpage) I found a listing of the
options in about:config, with explanations,  on
<https://kb.mozillazine.org/About:config_entries>
That page was last edited on 11 November 2024. 
I could find nothing more recent.

Interesting is that print.prefer_system_dialog is not found
in this list. Was the key-value pair  in question added later??

You'll have to shorten the subject (eg. remove "failures: ")

The key is relatively new, https://bugzilla.mozilla.org/show_bug.cgi?id=1712104
Before that mozilla would have used the internal dialog.
