Can't change computer

Why I can't charge my computer after connect the power adapter. There is also electricity in the socket because I can charge my phone in the same socket. I guess maybe the hardware cause this. So who can tell me what cause this problem and how to deal with it. Thank you!

What hardware? Which model? Sounds like battery charge threshold i.e. that it will only charge to a certain percentage in order to extend battery life, but if you didn't explicitly configure this in your system it's unlikely that linux actively changes this and you might want to check your UEFI for an appropriate firmware level setting. Or did you setup something like TLP/laptop-mode-tools?

It can be charged now, but I don't know the reason yet. I've searched on the Internet; some videos say that I need to press the power button for a few minutes and DO NOT RELEASE it to release static electricity. I failed after doing that. However, when I reconnected the power adapter after disconnecting it for half an hour, I succeeded. And this is my computer configuration
