hci0 registers but BlueZ shows "No default controller available"

hci0 registers but BlueZ shows "No default controller available" — Realtek BT (13d3:3537) on Arch Linux, ASUS laptop

Bluetooth adapter is detected by the kernel and the driver binds fine, but BlueZ never attaches a controller to it. Tried multiple restarts/reloads, no luck. Looking for the next debugging step.

System info:
- Laptop: ASUS TUF Gaming FX505DT
- CPU: AMD Ryzen 5 3550H (Vega Mobile Gfx)
- BIOS: FX505DT.316 (2021-01-28) — checked, USB/kernel enumeration works fine so I don't think this is BIOS-related, but mentioning it in case it's relevant
- OS: Arch Linux (rolling)
- Kernel: 7.1.3-arch1-3
- BlueZ: 5.87
- Bluetooth adapter: Realtek combo chip, USB ID 13d3:3537 ("IMC Networks Bluetooth Radio", OEM-branded)
- Wi-Fi on same combo card: RTL8822BE (rtw88_8822be), fw 30.20.0 — Wi-Fi itself works fine
- linux-firmware: 20260622-1, and rtl8822b_fw.bin / rtl8822b_config.bin are present under /usr/lib/firmware/rtl_bt/

What I've already tried (no change):
- sudo systemctl restart bluetooth — multiple times
- sudo modprobe -r btusb && sudo modprobe btusb — reload driver
- Confirmed rfkill is not blocking anything
- Confirmed firmware files for this chip exist on disk
- Full reboot (not just resume from suspend)

Question:
The kernel clearly sees and registers hci0 (confirmed via /sys/class/bluetooth/hci0), but bluetoothd reports no controller at all — not even a powered-off one. Is this a known BlueZ/management-socket sync issue with Realtek 13d3:3537, or does the Opcode 0x0c77 failed: -56 line indicate the firmware handshake actually failed silently? What's the next log/tool I should check (btmon, hcidump, etc.) to pin down where exactly the controller gets dropped between kernel and BlueZ?
