Which Desktop Environment for the following specs?
it's an old 2-in-1 m-core 2-core Skylake CPU with active touch support. I tried Gnome and it was sluggish. Seems like the animations are heavier. The next best thing for touch is KDE. I am wondering if KDE feels snappier than Gnome?
Specs:
- Dell Latitude 5175
- Intel Core m5-6Y57 2C/4T
- 8GB LPDDR3-1600 MHz
- Samsung PM871 MZYLN256HCHP, 256 GB. SATA III.
- Intel HD Graphics 515
- Intel's Dual Wireless-AC 8260
- Active stylus, Auto rotation.
I installed Gnome and it wasn't smooth. it was sluggish. This has to do with heavier animations and Javascript?
The next best thing is KDE.
There is the option of dual booting windows with Xfce as well.

KDE is plenty snappy even on potato hardware. I think you'll be good using KDE.

How are the touch features on KDE? are they as good as gnome ?

I've only used touch a bit so I don't really have any way to compare. Never got into Gnome. But touch seemed fine?

xfce mate and i'm sure there are more liteweight desktops

OP looks for some touch-specific things which they might want to detail - most of that is client relevant, the general touchscreen support is provided by libinput on Xorg and wayland and it should™ not make any difference what display server or desktop environment you use.
GTK however has this usually much chastised touch-centric UI with oversized elements and slide-switches instead of checkboxes etc.
